In 1971 a special PIA( Pakistan International Airlines) plane was sent to bring Zulfiqar Ali Bhutto from USA. Bhutto was there to represent East Pakistan's case in United Nation security council.
Two days later, he was taken to president house in Rawalpindi and two very key posts were bestowed upon him by Yahya khan: one was the President and second position was very unprecedented  and surprising that was Civilian chief martial law administrator, and Bhutto was the first civilian chief martial administrator.
In his tenure, he faced a lot of people in a form of sindhi, balochi and pashtoon nationalists who were not accepting the inception of pakistan and chanting slogans to get independence from pakistan.
Bhutto started a strong military operation against these emerging nationalists and in 1978 these nationalists were quelled. So Bhutto imposed martial as well to operate the Nationalists.
