Rishiraj sing is well known personality in the Indian state of Kerala. Sing is the commissioner for excise of the Kerala state. While speaking to a group of people in the Kochi city of the Kerala state of India he declared such a statement which grabbed immediate attentions from the general public, lawyers, activists and many others. While his speech in the Kochi city, he announced that any man found staring at woman for more than fourteen (14) seconds could be put behind bars. This statement was very surprising for majority of lawyers in the Kochi and of course the whole state of Kerala. More than this, the Indian newspaper declared that the statement was completely incongruous and a lawyer in his interview said that there was no such a law that we can put such men in the jail.
Other people were of the same opinion that no one can declare such a rule to put Indian men in the jail who are staring at women. There is no precedent in the history of law that anyone had put staring men behind bars so how a commissioner can declare such a foolish and ridiculous statement.
India is not only place where men stare at women but it is also normal activity in Pakistan. The neighbor country of India is not far behind in the competition of staring at women. Men of every age: young or old, student or professional, rich or poor, handsome or ugly, elegant or dull feel extremely confident to do the job. More than this, people either religious or secular, also stare at women.
The statement was very provocative because to set a precedent it needs a lot of sacrifice and efforts and of course time. The wealthy people will never want to implement such a statement which is against their will, the powerful will not favor such a statement which is not according to their wishes. And finally, the people who called it absurd are foolish. The statement is not absurd rather it needs time to suggest a law to punish men who are staring at women for more than 14 seconds.

The staring men are the one who have lot of useless time to enjoy while staring, on the other hand, the women are feeling shy or uncomfortable if someone stare at them so making someone uncomfortable must be included in the law. It also proves that while one is staring at other, either be human or animal, the starer wants to show power or domination so it is also a sort of challenge which is not a good act.  
so there should be certain regulations which should act as a curb on the staring men.
